Sur la situation politique et des droits humains en République de Djibouti.
Les signataires de la Charte pour la Transition à Djibouti (CTD) expriment leur profonde inquiétude face à l’aggravation des atteintes aux libertés fondamentales et à la consolidation d’un régime autoritaire dans le pays.
Une révision constitutionnelle pour une présidence à vie
Vingt-six ans après son accession au pouvoir, le président Ismaïl Omar Guelleh, qui a succédé à son oncle, a fait voter une nouvelle révision de la Constitution, le 26 octobre 2025, afin de briguer un sixième mandat. Cette manœuvre, qui a levé la limite d’âge lui permet d’envisager une présidence à vie, en violation flagrante des principes d’alternance démocratique et s’accompagne d’une répression systématique des voix dissidentes et d’un verrouillage total de l’espace public, médiatique et politique.
Répression et violations des droits humains
Les arrestations arbitraires et les détentions prolongées sans procès se multiplient dans les prisons djiboutiennes. Des militants politiques, des journalistes et des défenseurs des droits humains sont incarcérés pour avoir simplement exercé leur droit à la liberté d’expression et d’association. Des civils, dont le seul tort est de vivre dans des zones qualifiées de «rebelles», sont également emprisonnés. Parmi eux, des éleveurs arrêtés à Daoudawya en février 2024, dont une femme, Hawa Hanfaré, demeurent détenus dans des conditions préoccupantes.
Appel à une enquête internationale
Les signataires exigent l’ouverture d’une enquête internationale indépendante sur les frappes de drones menées en janvier 2025 sur le territoire éthiopien, ayant causé la mort de plusieurs civils, dont des femmes et des enfants. Ces attaques, contraires au droit international humanitaire, doivent être élucidées et leurs auteurs traduits en justice.
Appel à la communauté internationale
Nous appelons la communauté internationale et les partenaires de Djibouti à :
• Condamner fermement cette prétention à instaurer une présidence à vie ;
• Conditionner toute coopération au respect des droits humains, à la libération des prisonniers d’opinion et des civils injustement détenus ;
• Soutenir l’aspiration légitime du peuple djiboutien à une transition démocratique pacifique et inclusive.
Appel à la mobilisation citoyenne
Nous lançons un appel solennel à nos compatriotes : Mobilisons-nous, unis et déterminés, pour mettre fin à cette dictature à vie. Il est temps de se lever avec fierté, de résister ensemble et de libérer le pays pour instaurer une véritable démocratie et un État national face à un clanisme mafieux.
Interpellation de la France
Nous interpellons la France pour qu’elle cesse tout soutien à ce régime dictatorial qui sévit depuis presque un demi-siècle. En particulier, nous dénonçons le soutien apporté à ce coup d’état institutionnel par la mise à disposition d’un juriste constitutionnaliste français.

بيان صحفي من ميثاق الانتقال في جيبوتي (CTD)
حول الوضع السياسي وحقوق الإنسان في جمهورية جيبوتي
يعرب الموقّعون على ميثاق الانتقال في جيبوتي (CTD) عن قلقهم العميق إزاء تفاقم الانتهاكات للحريات الأساسية وترسيخ النظام الاستبدادي في البلاد.
تعديل دستوري من أجل رئاسة مدى الحياة
بعد ستٍ وعشرين سنة من وصوله إلى السلطة، قام الرئيس إسماعيل عمر جيله، الذي خلف عمّه، بتمرير تعديلٍ جديدٍ للدستور في 26 أكتوبر 2025، يتيح له الترشح لولايةٍ سادسة.
هذا التعديل، الذي ألغى الحدّ العمري للرئاسة، يمهّد الطريق فعلياً لإقامة رئاسة مدى الحياة، في انتهاك صارخ لمبادئ التداول الديمقراطي على السلطة، ويصاحبه قمعٌ منهجي للأصوات المعارضة وإغلاقٌ تامّ للمجال العام والإعلامي والسياسي.
القمع وانتهاكات حقوق الإنسان
تتزايد الاعتقالات التعسفية والاحتجازات الطويلة الأمد دون محاكمة في السجون الجيبوتية.
يُسجن النشطاء السياسيون والصحفيون والمدافعون عن حقوق الإنسان لمجرد ممارستهم حقّهم في حرية التعبير والتجمّع.
كما يُعتقل المدنيون لمجرد إقامتهم في مناطق تُوصَف بأنها « مناطق متمرّدة ».
ومن بين هؤلاء رعاة اعتُقلوا في داودويا في فبراير 2024، ومنهم امرأة تُدعى حوى حنفره، ما زالت رهن الاحتجاز في ظروفٍ مقلقة.
دعوة إلى تحقيق دولي
يطالب الموقّعون بفتح تحقيقٍ دوليّ مستقلّ في الضربات الجوية التي نُفذت في يناير 2025 داخل الأراضي الإثيوبية، والتي أودت بحياة عددٍ من المدنيين، بمن فيهم نساءٌ وأطفال.
هذه الهجمات، المخالفة للقانون الدولي الإنساني، يجب التحقيق فيها ومحاسبة المسؤولين عنها.
نداء إلى المجتمع الدولي
ندعو المجتمع الدولي وشركاء جيبوتي إلى:
الإدانة الصارمة لمحاولة فرض رئاسة مدى الحياة؛
ربط أي تعاونٍ باحترام حقوق الإنسان، وإطلاق سراح سجناء الرأي والمدنيين المعتقلين ظلماً؛
دعم تطلعات الشعب الجيبوتي نحو انتقالٍ ديمقراطيٍّ سلميٍّ وشامل.
دعوة إلى التعبئة الشعبية
نوجّه نداءً رسمياً إلى مواطنينا: فلنتحرّك موحّدين ومصمّمين لإنهاء هذه الديكتاتورية مدى الحياة.
لقد آن الأوان للوقوف بكرامة والمقاومة معاً لتحرير الوطن وإقامة ديمقراطية حقيقية ودولة وطنية بعيداً عن العصبية المافيوية.
نداء إلى فرنسا
نطالب فرنسا بأن تُنهي دعمها لهذا النظام الديكتاتوري المستمرّ منذ ما يقارب نصف قرن.
ونُدين على وجه الخصوص المساندة التي قُدِّمت لهذا الانقلاب الدستوري عبر إشراك خبيرٍ فرنسي في القانون الدستوري.

On the Political and Human Rights Situation in the Republic of Djibouti
The signatories of the Charter for the Transition in Djibouti (CTD) express their deep concern over the worsening violations of fundamental freedoms and the consolidation of an authoritarian regime in the country.
A Constitutional Revision for a Lifetime Presidency
Twenty-six years after coming to power, President Ismaïl Omar Guelleh, who succeeded his uncle, has passed a new constitutional revision on October 26, 2025, allowing him to seek a sixth term.
This move, which removes the age limit for the presidency, effectively paves the way for a presidency for life, in blatant violation of democratic principles of alternation. It is accompanied by systematic repression of dissenting voices and a total lockdown of the public, media, and political spheres.
Repression and Human Rights Violations
Arbitrary arrests and prolonged detentions without trial are multiplying in Djiboutian prisons.
Political activists, journalists, and human rights defenders are imprisoned simply for exercising their rights to freedom of expression and association.
Civilians, whose only “crime” is living in areas labeled as “rebel zones,” are also detained. Among them are herders arrested in Daouadwya in February 2024, including a woman, Hawa Hanfaré, who remains in detention under alarming conditions.
Call for an International Investigation
The signatories demand the opening of an independent international investigation into drone strikes conducted in January 2025 on Ethiopian territory, which killed several civilians, including women and children.
These attacks, in violation of international humanitarian law, must be clarified and their perpetrators brought to justice.
Appeal to the International Community
We call on the international community and Djibouti’s partners to:
Firmly condemn this attempt to establish a lifetime presidency;
Condition all cooperation on respect for human rights, the release of political prisoners, and unjustly detained civilians;
Support the legitimate aspiration of the Djiboutian people for a peaceful and inclusive democratic transition.
Appeal for Citizen Mobilization
We solemnly call upon our compatriots: Let us mobilize, united and determined, to put an end to this dictatorship for life.
It is time to stand with pride, resist together, and free the country to establish genuine democracy and a national state free from mafia-style clanism.
Call to France
We call on France to end its support for this dictatorial regime that has ruled for nearly half a century.
In particular, we denounce the assistance provided to this institutional coup through the involvement of a French constitutional law expert.
